Every child shall have the right to receive education up to the basic level or secondary level from a school located within the residence of his parents.
(2) If a school as per sub-section (1) is not available for any child of the age of receiving basic level education, the relevant local level shall establish a school in such a place within three years of the commencement of this Act or make alternative arrangements for such children to receive education up to the basic level.
(3) Nothing contained in this section shall prevent the parents concerned from enrolling their children in any other school of their choice or from enrolling in any other school of their choice.
