The following persons shall be eligible to be appointed as Chairman and Member of the Commission:- (a) A person of the Tharu community who has made a significant contribution in the field of protection, promotion and empowerment of the Tharu community, development or human rights for at least ten years,
(b) Graduated from a recognized University,
(c) not being a member of any political party at the time of appointment,
(d)   having completed the age of forty-five years,
(e) Of high moral character.
