(1) Secondary level education can be provided through non-formal or open schools to children who are not enrolled in school and cannot study regularly.
(2) The Government of Nepal shall arrange for the establishment and operation of informal and open schools based on the needs for providing secondary education through the local level.
(3) Other arrangements related to informal and open schools shall be as prescribed.
