Section 11
Letter of Intent should be taken

(1) Regardless of what is written in the current law, those who wish to establish an educational institution must obtain a letter of intent from the Commission for establishing such an institution.
(2) In order to obtain the letter of intent as per sub-section (1), an application should be submitted to the commission by attaching the following details and documents:-
(a)   Details regarding mapping for establishment of educational institutions,
(b)   Financial and technical proposal regarding the establishment of an educational institution,
(c)   Letter of consent from the University to which affiliation is sought,
(d) Approval letter from the Ministry of the Government of Nepal to deal with health related matters regarding the operation of the hospital (e) Other details and documents as prescribed by the Commission.
(3) Upon examination of the documents with the application received according to sub-section (2), if it is found that the criteria and conditions prescribed in accordance with this Act and prevailing laws for establishing an educational institution have been met, the Commission shall provide the applicant with a letter of intent specifying the period and conditions.
(4) In accordance with clause (a) of sub-section (1) of section 12, even if the educational institution has received the letter of intent before the commencement of this Act, the letter of intent of such educational institution will not be renewed if the conditions under that section are not fulfilled within the specified period.
(5) Other provisions related to the renewal of the letter of intent and the fee for renewal shall be as prescribed.
