From the point of view of human development index, the concerned local level may provide monthly scholarships to the children of designated communities or families of economically disadvantaged or disabled citizens who fall behind the specified index in order to receive education up to the basic level.
(2) The scholarship received in accordance with sub-section (1) shall be spent for the provision of educational materials or any other material that will help the student's learning.
