Section 14
Provincial Disaster Management Committee
: (1) In order to manage disasters in each province, the provincial government may publish a notice in the provincial gazette and form a provincial disaster management executive committee under the chairmanship of the minister who looks after matters related to the internal affairs of the province.
(1a) In addition to the Chairman, the Provincial Disaster Management Executive Committee will have at most fifteen members.
(2) The work, duties and powers of the State Disaster Management Committee shall be as follows:-
(A) Formulate and implement medium and short-term policies, plans and programs related to disaster management at the provincial level under the national policy and plan approved by the council. (B) Facilitating and coordinating the necessary to bring effectiveness in the operation of related agencies and local disaster management committees for disaster preparedness,
(c) Coordinating and collaborating with other stakeholders including the federal, provincial and local levels to bring effectiveness in search, rescue and relief distribution work,
(d) To formulate and implement standards for the management of relief materials (e) Construction of temporary shelters and other temporary structures for disaster victims in emergency situations, (f) To manage essential items such as drinking water, food, clothing and medical treatment in disaster affected areas,
(g) mobilizing volunteers in disaster-affected areas (h) In the event that a disaster-prone area has been declared by the Government of Nepal, keeping records of government, non-government and private vehicles, devices, equipment, goods, food, etc. (i) To order the demolition of unsafe buildings in the areas declared as disaster prone areas by the Government of Nepal and to assist the local level in such work,
(j)   Protection of disaster affected persons in unsafe placesTo transfer, to cause,
(k) Distributing and utilizing the relief materials or assistance received from national or international non-governmental organizations in a coordinated manner, subject to prevailing laws, (l) Development and operation of state-level disaster management information system and early warning system, (D) Collection, analysis, storage and transmission of information and data related to disaster management at the provincial level, (d) To send the details of the search, rescue and relief work done during the disaster to the authority (h) Monitoring and evaluating the activities carried out by public organizations and commercial establishments in accordance with this Act in relation to disaster management and giving necessary instructions to related organizations and establishments,
(p) To take necessary action in relation to market price, artificial scarcity and quality control and regulation during calamities,
(th) To carry out other necessary actions in relation to disaster response, recovery, restoration and reconstruction and relocation at the provincial level,
(D) To recommend to the Government of Nepal if there is a need to declare a disaster area in the disaster-affected area,
(D) To carry out other activities as prescribed in the rules made by the provincial government regarding disaster management.
(3) The Provincial Disaster Management Committee shall monitor and evaluate all the activities related to disaster management under its jurisdiction and send its annual report to the Council through the authority.
(4) The Secretariat of the State Disaster Management Committee, meeting procedures and other arrangements shall be as prescribed in the rules made by the State Government.
