Section 16
Provisions relating to Entrance Examination

(1) A person who wants to be admitted to study in higher education must pass the entrance examination conducted by the Commission or the organization or agency designated by the Commission with the minimum marks specified by the Commission.
(2) A person who is going to study higher education in other countries from Nepal must have passed the entrance examination as per sub-section (1) and a foreigner who wants to study higher education in an educational institution of Nepal must have obtained the minimum percentage specified by the Commission in the subjects specified by the Commission.
(3) The Commission shall prepare and publish a unified list based on the order of merit of the entrance examination conducted as per sub-section (1). While publishing the list, the number of scholarship seats provided to the Government of Nepal, the number of reserved seats according to this Act and prevailing laws, the number of seats reserved for foreign students and the number of open seats should also be mentioned in the list.
(4) While preparing the merit list according to sub-section (3), the merit list will be prepared by giving special weightage to the doctors who have served in the designated remote areas at the level above graduation.
(5) Notwithstanding anything contained elsewhere in this section, in the following cases the following shall apply:-
(a) The Commission or the body designated by the Commission may issue a permit for the purpose of going abroad to study subjects for which the entrance examination has not been conducted,
(b) Until the commission starts the entrance examination, the merit list will be maintained from the entrance examination conducted by the universities and institutes.
(c) The Council will coordinate the arrangements regarding the entrance examination of health education related programs of certificate level under the Council in coordination with the Commission.
(6) Physicians who have completed MVVS or VDS will be eligible to participate in the entrance examination of postgraduate programs only after gaining one year of work experience. But this arrangement will be applicable in case of foreign students, basic medical science, MDGP program and public healthNo and the arrangement regarding work experience required for postgraduate program of other categories will be as prescribed by the Commission.
(7) The entrance exam syllabus, course load and other arrangements related to the exam will be as prescribed.
