Section 20
Education up to secondary level will be free

(1) Every citizen shall have the right to receive free education up to secondary level from the state.
(2) While receiving free education, every citizen must comply with the conditions of this Act and other prevailing laws.
(3) Other arrangements related to free education shall be as prescribed.
