Section 17
Local Disaster Management Committee
: (1) Each local level should form a local disaster management committee with a maximum of fifteen members under the chairmanship of the chairman of the rural municipality or the head of the municipality.
(2) The work, duties and powers of the local disaster management committee shall be as follows:-
(a) To formulate and implement the local disaster management plan in accordance with the national policy and plan approved by the council and the integrated and regional policy plan and program approved by the executive committee and the provincial disaster management committee,
(B) To make the local level to allocate budget for disaster management,
(c) To carry out disaster management activities in the coordination and involvement of all related parties including government, private and non-governmental organizations, local volunteers, social administrators,
(d) Arranging training for local officials, employees, volunteers, social administrators and communities regarding disaster management,
(e) Complying with building codes and other approved guidelines or standards while constructing physical structures,
(f) To make the local community aware of disasters, to formulate plans and programs related to disasters and to set up a disaster preparedness and response committee at the ward or community level to operate for response when a disaster occurs,
(g) Conducting emergency model drills for disaster response (h) To arrange rescue and relief in disaster affected areas,
(i) To monitor whether public institutions and commercial establishments have acted in accordance with this Act in relation to disaster management,
(j) Developing and operating the disaster management information system and early warning system at the local level, (k) To establish and operate an Emergency Operations Center at the local level,
(l) DisasterTo update and keep accurate data of lost, damaged or destroyed documents,
(D) Identification, classification and distribution of identity cards of disaster-affected households, (d) To keep the weather instruments and other equipment in readiness so that they can be used during the calamity,
(b) To carry out other activities related to disaster management according to the decision of the Executive Committee, State Disaster Management Committee and District Disaster Management Committee. (h) To perform other tasks as specified in relation to disaster management.
(3) The Secretariat of the Local Disaster Management Committee, meeting procedures and other arrangements shall be as prescribed.
