Rule 4
Exercise of Jurisdiction

(1) If there is only one case officer, the court will exercise jurisdiction over that case officer.
(2) The exercise of jurisdiction of a court having jurisdiction over more than one case shall be as follows:-
(a) The jurisdiction of the court shall be exercised collectively by all the officers hearing the case.
(b) The presence of the chairman in the court of any case shall be mandatory.
(c) If there is a division of opinion regarding the edge of a case, the opinion of the majority of the officers to hear the case shall be considered as the decision of the court.
(d) If there is a division of opinion among the officers who have heard the case and the majority opinion cannot be established according to clause (c), it will be submitted to the bench where all the hearing officers of the court are present. If there is a division of opinion even among all the officers who have heard the case and the opinion of the majority cannot be maintained, if the case is in the process of trial, the opinion of the chairman will be final, and if the case is in the process of closing, the appeal court must be declared and disposed of.
(3) In this regulation, if the authority to hear cases is mentioned in places, the said authority shall be exercised by the chairman designated in accordance with sub-rule (2) of rule 3 and in his absence by the hearing officer appointed by him.
