(1) The Government of Nepal may grant all or some of the rights granted to any authority or institution other than the court under this Act or any other prevailing Nepalese law by publishing a notice in the Nepal Gazette so that the concerned municipality, rural municipality or any other authority can use them.

(3A) He may delegate all or some of his powers under this Act or other prevailing laws to the Chief District Officer or any officer under him and the notification of such delegation shall be given to the Ministry of Home Affairs immediately.
(4) The Chief District Officer may delegate all or some of the powers conferred on him in accordance with this Act or other prevailing laws of Nepal to any of his subordinates and shall immediately inform the Ministry of such delegation of powers. But the Chief District Officer cannot delegate the right to hear the case.
