(1) The work, duties and powers of the Chairman shall be as follows:-

(a) To formulate and implement the necessary plans and programs to operate the hospital in an effective manner,

(B) To implement the decisions made by the committee,

(C) To prepare the annual program of the hospital and submit it to the committee.
