Eligible persons who wish to operate telecommunication services in accordance with this Act and possess the specified capital, technical expertise and professional skills shall attach the financial and technical study report and work operation plan related to the telecommunication service they wish to operate, and disclose the specified matters in accordance with Section 22. An application for a permit must be submitted to the authority within the prescribed period.
(2) Notwithstanding anything written in sub-section (1), the Government of Nepal may apply at any time for a license to operate telecommunication services as prescribed by taking the recommendation of the authority and publishing a notice in the Nepal Gazette ………………..
(3) A person who has been operating a telecommunication service by taking permission from the Government of Nepal before the commencement of this Act shall disclose the details of the service he is operating and apply for a license within six months of the commencement of this Act and obtain a license within one year.
