(1) Apart from the telecommunication service specified in sub-section (2) of section 23, before granting a license to operate other telecommunication services, the authority shall publicly publish a notice including the deadline for applying for the license after determining the number of licenses to be granted for such service and the type of telecommunication.
(2) According to sub-section (1), no other license shall be issued to operate the same telecommunication service for five years after the license of any telecommunication service has been granted. However, this sub-section shall not prevent the Authority from granting a license to another person if the licensee is unable to provide the telecommunication service as specified in the license or if, based on objective assessment, there is an additional need for such telecommunication service.
