(1) Notwithstanding anything written elsewhere in this paragraph, any other person, association, organization other than the government of Nepal, the provincial government and the local level shall also establish and operate public schools providing education at the basic level or secondary level, public educational groups or not taking profit. The school can provide any kind of financial aid, support or grant money.
(2) In accordance with sub-section (1), providing aid, assistance or funds shall be done through the local level or after obtaining the approval of the local level.
(3) According to sub-section (2), the procedure and framework for providing aid, assistance or funds shall be in accordance with the law made by the local level. However, before receiving any aid, assistance or money from a foreign person, organization or government except for non-resident Nepalis, the prior approval of the Government of Nepal, the Ministry of Finance must be obtained.
