11.1 Employees of the National Archives who are responsible for preserving records shall not tamper with, tamper with, or tear or otherwise destroy such records.

11 .2 The person viewing, moving or taking a copy of the record or anyone else shall not tamper with such record, add to it, tear it or destroy it in any way.
