(1) Notwithstanding anything else written in this Act, the Commission may prepare a separate provisional voter list for the purpose of the election of the House of Representatives and the Provincial Assembly held in accordance with the proportional election system.
(2) The names of the following persons whose names are included in the final voter list as per section 20 shall be included in the temporary voter list as per sub-section (1):-
(a) Employees working in Nepal Government, State Government, local level and organizations owned or controlled by Nepal Government or State Government,
(b) Nepal Army, Nepal Police or Armed Police in barracks,
(c) Detainee and prisoner in jail but the name of the person who is serving the sentence for electoral offense will not be included in the provisional voter list.
(d) Employees and security personnel engaged in election work,
(e) A person residing in an old age home operated by the Government of Nepal, State Government or local level or operated with the approval of the Government of Nepal, State Government or local level,
(f) Other persons designated by the Commission.
(3) Other arrangements related to the temporary voter list shall be as prescribed.
