(1) Spending from the contingency fund for any emergency work can only be done by withdrawing money from the contingency fund if the Government of Nepal, the Council of Ministers approves it.
(2) The Contingency Fund shall be operated by the Ministry of Finance and the records and accounts related to its operation and disbursement shall be maintained by the Secretary of Finance or any other officer designated by him in the format specified in the schedule.
