(1) In accordance with Section E3 of the Act, separate emergency health care funds shall be established in the Government of Nepal and in each province.
(2) The fund under sub-rule (1) shall have the following amount:-
(a). Amount received from Government of Nepal,
(b) Rakus provided by the concerned State Government,
(c) Amount received from any person, non-governmental and private association,
(d) Funds received from foreign organizations, governments or international organizations. (3) The approval of the Government of Nepal, Ministry of Finance should be obtained before taking the amount as per clause (d) of sub-rule (2).
(4) According to sub-rule (1), the fund established by the Government of Nepal shall be operated by the ministry and the fund established by the provincial government shall be operated by the body designated by the respective provincial government.
