(1) The Commission may issue necessary orders for the purposes of conducting, monitoring, directing and controlling the elections in accordance with the Constitution and prevailing federal laws and such orders shall be published in the Nepal Gazette.
(2) It shall be the duty of the following agencies, institutions, organizations or individuals to comply with the order as per sub-section (1):-
(a) Governmental or quasi-governmental bodies or institutions,
(b) private sector or non-governmental organizations,
(c) Political parties and their officers,
(d) Voters,
(e) Candidates and their representatives,
(f) People involved in election campaigning and monitoring (g) Institutions or persons designated by the Commission from time to time.
(3) The Commission may impose a fine of up to one lakh rupees on political parties, candidates and other concerned bodies, institutions, organizations or individuals who violate the order issued by the Commission in accordance with this section.
