Rule 10
Provisions relating to commission

(1) If the Government of Nepal deems it necessary to carry out a detailed investigation of an accident, it may establish an accident investigation commission to examine the accident and submit a report to the Ministry.
(2) When forming the commission according to sub-rule (1), the government of Nepal may designate or appoint a suitable person as a coordinator or member of the commission from among the persons with the following qualifications:-
(a) At least fifteen years of work experience as a pilot, aeronautical engineer or air traffic controller in the field of civil aviation,
(b) Receive training in air accident investigation (c) In the case of the coordinator of the commission, having acquired sufficient knowledge, experience, experience and expertise in air accident investigation in the field of civil aviation.
(3) Notwithstanding anything written in sub-rule (2), a person who is directly or indirectly related to the operator or service provider of the aircraft involved in the accident shall not be eligible to be the coordinator or member of the commission.
(4) The Secretariat of the Commission shall be in the Ministry.
(5) The procedure for the meeting of the Commission shall be as determined by the Commission itself.
(6) The working period of the Commission shall be as determined by the Government of Nepal at the time of formation of the Commission.
