(1) The Commission shall be a self-governing organized body with unbroken succession.
(2) The Commission shall have a separate seal for all its proceedings.
(3) The Commission may acquire, use, purchase, sell or arrange in any other way movable and immovable property such as persons.
(4) The Commission may file a complaint in its own name as well as a person and may also file a complaint against the Commission in the same name.
