(1) The commission shall be a self-governing and organized body with unbroken succession.

(2) The commission shall have its own seal for all its operations.

( 3) The Commission may acquire, use, sell or otherwise dispose of movable and immovable property like a person.

(4) The Commission may file a complaint as a person and file a complaint against the Commission in the same name.
