Section 4
Functions, Duties and Powers of the Commission

(1) In addition to the work, duties and rights mentioned in Article 249 of the Constitution, other work, duties and rights of the Commission shall be as follows:-
(a) To inspect and monitor prisons, other agencies of the Government of Nepal, public institutions or private institutions or any other place for the protection of human rights, and to the relevant agencies in relation to the improvements to be made in such institutions, institutions or places for the protection of human rights. Giving necessary suggestions or instructions,
(b) Investigate, with the permission of the concerned court, matters pending before the court involving claims of violation of human rights,
(c) To monitor the implementation status of existing laws related to human rights and to make recommendations to the Government of Nepal for their effective implementation,
(d) Studying and researching the protection, enhancement, promotion and implementation of human rights,
(e) Recommending to the relevant body to include educational content related to human rights in the curriculum of schools and universities,
(f) To review the existing situation of human rights and publish related reports (g) To do or cause other actions deemed necessary and appropriate for the protection, enhancement and promotion of human rights.
(2) The Commission shall be independent and autonomous in respect, protection and promotion of human rights.
