3. Formation of the Commission: (1) The National Planning Commission will be constituted as follows to formulate, implement, monitor and evaluate the policies and plans of national development.
(2) The Commission shall have the following chairman, vice-chairman and members:-

(a) Prime Minister – Chairman. br> (c) Maximum of seven persons appointed by the Government of Nepal - Member
(d) Chief Secretary, Government of Nepal – Member (e) Secretary, Ministry of Finance – Member (f) Secretary, National Planning Commission Secretariat – Member-Secretary
(3) The principle of legislative expertise and inclusion will be adopted while appointing the members as per clause (c) of sub-section (2).
(4) The vice-chairman and members as per clauses (b) and (c) of sub-section (1) shall act as full-time officers of the commission.
