20. Secretariat of the Commission:

(1) The Secretariat of the Commission will be located in Dipayal.
(2) The work, duties and powers of the Secretariat shall be as follows:-

(a) To assist the Commission in carrying out the work carried out by the Commission,
(b) To prepare proposals for the meeting of the Council,
(c) to implement the decisions of the Commission,
(d) To act as the Secretariat of the Council,
(e) To do other work as specified.
