Section 35
Procedure to be followed by the Commission when giving advice

(1) If the commission is requested to consult on the law related to the service conditions of the federal civil service employees, it may provide consultation - equally or separately - according to the nature and condition of the work of the federal civil service.
(2) If there is a request for the commission's consultation on the general principles to be adopted in the appointment, promotion or departmental action of the employees of the federal civil service, the commission will also consider the prescribed principles and provide consultation.
(3) If there is a demand for the commission's consultation on departmental punishment of federal civil service employees, the commission will give consultation within thirty days after seeing whether the prescribed procedure has been completed in accordance with the prevailing law on service conditions.
(4) If consultation is requested on the following matters related to the suitability of the candidate, the Commission will examine the suitability of the candidate as required by one or more of the methods mentioned in section 12, considering the work nature of the related service and give advice:-
(a) When appointed to a post in the Federal Civil Service for a period exceeding six months,
(b) on transfer or promotion from one type of federal civil service post to another type of federal civil service post or on transfer or promotion from one group or sub-group post to another group or sub-group post in the federal civil service,
(c) on transfer or promotion from other Government services to the Union Civil Service,
(d) On transfer or transfer of service from a state civil service post to a federal civil service post or from a federal civil service post to a state civil service post,
(e) When transferring or promoting an employee in a position that does not require the consultation of the Commission to a position that requires the consultation of the Commission.
