: (1) Any person who knows that he has committed, is committing or is about to commit an offense under section 3 may file a complaint at the nearest police office.
(2) If the person making the complaint in accordance with sub-section (1) makes a written request to keep his name confidential, the police office registering the complaint shall keep his name confidential.
