If someone commits an act contrary to this Act, the victim himself or his family member, association, organization or local body official can make a written complaint or oral notification to the authority hearing the case, attaching all the evidence they have.
(2) If someone makes a verbal report according to sub-section (1), the officer looking into the case shall prepare such matter as a complaint and get the person giving the information to be stamped.
(3) Regardless of what is written in the prevailing law, the person who complains according to sub-section (1) is not required to sit on the date for preliminary hearing.
