Rule 5
Who can file a complaint

(1) The victim himself or someone on his behalf can file a complaint before the Commission in the format as per Schedule-1 in the matter as per Section 8/Sub-Section (1) of the Act:-
(2) Complaints under sub-rule (1) may be made through any of the following means:-
(a) The victim himself or the person making the complaint on his behalf appearing in the commission or office,
(b) By post,
(c) by telephone, fax, e-mail or other electronic means,
(d) - Helpline operated by the commission or any other means.
(3) / In accordance with sub-rule (2), complaints received from the telephone or helpline should be prepared in writing from the head of the complaint and case management branch of the commission or office in the format as per Schedule-1.
(4) The Commission or the Office may designate any employee of the Commission or the Office for the purpose of registration, preliminary investigation and management of complaints received by the Commission or the Office. (5) If the complainant wishes to keep his name, surname and address confidential, the necessary action shall be taken by keeping his name, surname and address confidential.
(6) In relation to the complaint received in accordance with this rule, the concerned officer of the Commission, during the preliminary investigation, if it appears that someone has done the work according to the subsection (1) of section 8 of the Act, the complainant shall be present and his signature shall be recorded in the complaint registration book and the information shall be given to the complainant.
(7) If the Commission receives information from the media or any other source that an act has been carried out as per Section 8, Sub-section (1) of the Act, the Commission may appoint a member, secretary or officer-level employee to monitor the incident as necessary.
(8) The member, secretary or officer assigned as per sub-rule (7) shall monitor such incident and submit the report to the Commission within seven days.
(9) After receiving the report according to sub-rule (8), if it is deemed appropriate to conduct further investigation based on the nature and circumstances of the incident, the commission may proceed with the necessary process based on the report received.
