(1) A person who is not satisfied with the action taken by the officer acting in accordance with the authority delegated by the Commission may file a complaint with the Commission within thirty-five days from the date the action was taken.
(2) If a complaint is received according to sub-section (1), the commission will make a suitable decision within sixty days after making the necessary investigation in this regard.
