If economy, quality or sustainability are enhanced when the construction work is done by the consumer committee or the beneficiary community or when receiving related services, or if the main purpose of the project is to create jobs and involve the beneficiary community, the consumer committee or Beneficiary community can perform such work or take service after completing the prescribed procedures.
