Rule 31
to apply to be a consumer
A person or entity who wants to use the service from a water supplier must submit an application to the water supplier in the format prescribed by the water supplier.
(2) After receiving the application according to sub-rule (1), the water supplier shall investigate the technical and other necessary matters regarding whether the service can be provided as per the demand of the applicant and if the service can be provided during such investigation, the cost amount incurred for providing the service The applicant will be notified with a deadline to deposit the amount after payment.
(3) If the applicant deposits the amount according to the notice with deadline given as per sub-rule (2), the water supplier shall include such person's name in the list of consumers and provide the service to him.
(4) If the service cannot be provided to the applicant during the investigation according to sub-rule (2), the relevant applicant shall be informed.
(5) According to sub-rule (4), the applicant who is not satisfied with the decision of the water supplier can file a complaint before the District Water Supply Office.
(6) After receiving the complaint according to sub-rule (5), the District Water Supply Office may make an appropriate order on the said complaint and such order shall be acceptable to both the concerned water supplier and the complainant.
