If an election representative, polling representative or counting representative is not appointed in accordance with this Act and the rules made under this Act, or if the candidate or any of his representatives are not present when they should be present, or if any of them does not do what they are supposed to do, only for the same reason. The work of voting, counting of votes or announcement of election results shall not be stopped and such work shall be deemed to be done in accordance with the law.
