2.Justification
The production and consumption of electrical energy in Nepal is very low. The main sources of energy are agriculture and forestry. Although the potential of hydropower generation as a source of renewable energy is abundant, this resource has not been utilized as intended. Most people are still deprived of electricity. Due to the lack of electrical energy, the development of hydroelectric energy, which can be produced from industrial sources, has become inevitable. There is a need for a timely hydropower policy to supply hydroelectric power at a reasonable price by developing hydropower, which plays an important role in the development of rural electrification, domestic energy supply, job creation and industrial business development. When developing hydropower, the development of multi-purpose plans to maximize the use of available water resources, the appropriate distribution of benefits, the role of the public and private sectors, the use of internal and external markets, and clarity and transparency in the activities of the government of Nepal with the private sector, etc. is The hydropower policy is clear, transparent, practical and inclusive of the experience gained during the implementation of the principles adopted by the Hydropower Development Policy, 2049, the new concepts that have appeared in the world market and their effects, the development of technology, the possibility of exporting hydropower, the possibility of foreign investment and the commitment to environmental protection. It is necessary to modify and refine it to make it more investment friendly.
