(1) Before selling and distributing every drug produced by an industry, the industry producing such drug shall pay the prescribed fee and register with the department as prescribed and obtain a drug registration certificate.
(2) A person who wants to import drugs shall register with the department as prescribed and obtain a registration certificate before importing each drug of the licensed company that he wants to import.
