Rule 9
Arrangements for permission to carry consignment
(1) A person or an organization who wants to take a consignment of plants, plant products or other goods to any other country through Nepal should submit a request to the office in the format as per schedule-14, attaching a customs fee of one thousand rupees.
(2) The following documents should be attached when making an application according to sub-rule (1):-
(a) Import permit issued by the country importing the consignment,
(b) health certificate issued by the exporting country of the consignment,
(c) Bill of Consignment,
(d) Means of transport, mode and route to be used,
(e) Certificate of origin of goods in consignment.
(3) When the office examines whether the documents and consignment attached with the application received as per sub-rule (1) are correct, if the condition exists as per sub-section (3) of section 13 of the Act, it will allow such consignment to be taken to other countries via Nepal in the format as per schedule-15.< br> (4) In accordance with the permission given under sub-rule (3), if a consignment of plants, plant products or other items is being taken to other countries through Nepal, if there is a possibility that the enemy organisms inside Nepal may break or enter it due to any reason, the person carrying such consignment shall immediately report to the nearest office or Notification should be made at the District Agricultural Development Office or Agricultural Service Center.
(5) If any information is received according to sub-rule (4), the office or the district agricultural development office or the agricultural service center shall immediately inspect such consignment and make arrangements to ensure that the enemy cannot enter it and give the same information to a higher authority or office and organization as soon as possible.
(6) Consignment that is going to be taken through Nepal is broken and sub-rules (5) In case of such a situation, such consignment will be allowed to be taken away only after repackaging in such a way that the prohibited enemy organisms cannot get out. The related person or organization will have to bear the cost of repackaging.
