8. Arrangements related to staff: (1) The committee will have the necessary number of staff to carry out the work of the committee.
(2) The committee will appoint staff to the committee to cover expenses from its own resources (3) Without taking the prior approval of the Government of Nepal, the Ministry of Finance, no employee can be appointed to the committee at a financial expense to the Government of Nepal.
