Section 27
Crime and Punishment

(1) If any person commits any offense contrary to this Act or the rules made thereunder, the Board may punish such person as follows:-
(a) If any structure, connection or infrastructure related to the service is destroyed or damaged or if it is damaged in any other way, a fine of up to fifty thousand rupees will be imposed depending on the amount of the offence, (b) A fine of up to twenty-five thousand rupees depending on the amount of offense for polluting drinking water and adversely affecting public health,
(c) In case of unauthorized use or misuse of the service, a fine of up to fifteen thousand rupees to close the service,
(d) A fine of up to ten thousand rupees in case of damage to the service meter or other similar equipment or obstructing the provision of service,
(e) If the pipe line connected to the service system is stolen, damaged, demolished or destroyed, to compensate for the damage caused by the said work and to fine accordingly and if the person who does such an act is a consumer, to close or suspend the service of such consumer for six months.
(2) In the event that the service is provided by the service provider, the service provider may apply to the board for punishment or compensation for the offense under sub-section (1).
(3) According to subsection (2), if any person is found to have committed an offense during the investigation of the application made by the service provider before the board, the board may order appropriate punishment according to subsection (1).
(4) According to this section, the board may form a judicial committee as prescribed to investigate and punish the offence.
(5) The sentence passed by the Judicial Committee under sub-section (4) may be appealed to the relevant High Court.
(6) The procedures of the judicial committee constituted as per sub-section (4) shall be as prescribed.
