(1) Except as written in the Act, verification of appointment made by the Government of Nepal, Council of Ministers according to prevailing laws shall be done by the Chief Secretary.
(2) Based on the certification as per sub-rule (1), in the case of appointment to a post of a special category or equivalent or higher position in the various services of the Government of Nepal, the Chief Secretary himself or the Secretary of the Office of the Prime Minister and the Council of Ministers appointed by him shall give the appointment letter to the relevant person.
(3) In case of appointment to a post other than what is written in sub-rule (2), the Chief Secretary will send a copy of the certification as per sub-rule (1) to the concerned ministry and the secretary of such ministry will give the appointment letter to the concerned person.
(4) Notwithstanding anything written elsewhere in this rule, if an official of an organized organization under or related to a ministry is appointed, the secretary of the relevant ministry shall issue a letter of appointment to the relevant person after completing the procedure as per sub-rule (3). But the appointment letter of the Governor of Nepal Rastra Bank will have to be given by the Chief Secretary himself.
