Rule 3
Choice of program

3. Selection of program :

(1) Clause of Article 63 of Interim Constitution of Nepal, 2063
(3) The Constituent Assembly member elected according to the first election system according to Clause (a) of the Constituent Assembly shall be elected in the constituency of the district where he was elected and shall be elected according to the proportional election system according to Clause (b) of the same clause and nominated by the Government of Nepal, Council of Ministers according to Clause (c) The member of the Constituent Assembly may conduct the program in the constituencies of any district of his choice.

(2) The program to be conducted according to sub-rule (1) shall be selected by the member of parliament or his representative.
(3) When choosing a program according to sub-rule (2), programs with a cost of more than fifty-six thousand rupees, which can be implemented within one year, must be prepared and submitted to the office of the relevant district development committee within the first quarter of each financial year. For the Tatar financial year 2065-66, the program can be submitted until the end of January 2065.
(4) The office of the concerned District Development Committee along with the copy of the program received as per sub-rule (2) shall send it to the office of the relevant Controller of Funds and Accounts for disbursement of funds within one month.
(5) If the program is not submitted within the period as per sub-rule (3) or if there is no demand for disbursement of funds as per sub-rule (4), the amount as per this rule will not be disbursed. Should be:-

(a) within the scope of periodic district development plan and other sectoral plans,
(b) Upliftment and development of women, children, Dalits, Thapang, Madheshi, Muslims, backward communities and underprivileged classes, d(b1) labor based plan,
(c) There will be at least twenty percent public participation.
