Rule 12
Can issue diplomatic passports

(1) Notwithstanding anything contained in rule 10, the department shall issue a diplomatic passport if the following person requests a diplomatic passport along with the recommendation of the concerned ministry, constitutional body or secretariat to go on a foreign visit for government work or special work:-
(a) Ex-President, Ex-Vice-President, Ex-Prime Minister, Ex-Chairman of the Council of Ministers,
(b) Former Chief Justice, Speaker of the Constituent Assembly; Former Speaker of the Legislature-Parliament,
(c) Former Foreign Minister.
(2) According to sub-rule (1), the department may issue diplomatic passports in the name of such spouses if the relevant ministry, constitutional body or secretariat recommends that a diplomatic passport be issued in their name if their husband or wife also participates in the same program.
(3) In accordance with Rule 10, the spouse of an official who has received a diplomatic passport is invited to participate in a program in which the person who has a diplomatic passport is invited to participate. .
(4) The Department may issue diplomatic passports to Nepali citizens working in the position of Assistant Secretary General or equivalent or above and their spouses in the United Nations or its specialized agencies, Asian Development Bank and other intergovernmental organizations of which Nepal is a member.
(5) Elsewhere in this regulation: Regardless of what is written, if a decision is made by the Government of Nepal, the Council of Ministers to grant a diplomatic passport to a person or official based on the importance of the program, the relevance of the person's participation in the program, the role that the person can play for the benefit of the country and his contribution to the national life. The department may issue a diplomatic passport in the name of such person or official.
(6) Subject to this regulation, working abroad with a diplomatic passportIf the person's term of office expires while he/she is working, the department may extend a maximum of six months to the date of his/her retirement and issue a diplomatic passport in the name of him/her and his/her family.
