The department will issue diplomatic passports to the following officers who are going on a foreign visit for government work or special work:-
(a) President,
(b) Vice President,
(c) Prime Minister,
(d) Chief Justice,
(e) Speaker of the House of Representatives, Speaker of the National Assembly (f) Deputy Prime Minister,
(g) Ministers of the Government of Nepal, Chief Ministers of Provincial Governments, Heads of Provinces, Leaders of the Opposition in the House of Representatives, Deputy Speakers of the House of Representatives, Deputy Speakers of the National Assembly,
(h) Minister of State of the Government of Nepal, Vice Chairman of the National Planning Commission, Judge of the Supreme Court, Head of the Constitutional Body, Member of the Judicial Council, Attorney General, Leader of the Opposition in the National Assembly, Speaker of the Provincial Assembly, (i) Assistant Minister of the Government of Nepal, Member of the House of Representatives, National Member of the Assembly, Chief Justice of the High Court, Minister of the Provincial Government, Deputy Speaker of the Provincial Assembly, Minister of State of the Provincial Government, Chief of the Kathmandu Metropolitan City, Chief Secretary of the Government of Nepal, Commander-in-Chief
(h) Assistant Minister of Provincial Government, Member of Provincial Assembly, Head of Metropolitan Municipality except Kathmandu, Metropolitan Municipality, Head of District Coordination Committee,
(k) Member and Commissioner of Constitutional Body, Member of National Planning Commission, Secretary General of Federal Parliament, Chief Registrar of Supreme Court, Governor of Nepal Rastra Bank, Chancellor of Pragya Pratishthan, Vice Chancellor of University,
(Rs.) Secretary of the Government of Nepal and officers of special rank, Nepali Ambassador, Permanent Representative, Rathi, Inspector General of Police, Inspector General of Armed Police, Chief Research Director of National Investigation Department, Vice Chancellor of Pragya Pratishthan, Chief of Deputy Metropolitan Municipality, Deputy Chief of Kathmandu Metropolitan Municipality, (d) Judge of High Court, - Chief Attorney,
(m) Chairman of State Public Service Commission, Chairman of State Judicial Service Commission,
(n) Working full-time in commissions and establishments of a permanent nature established in accordance with prevailing laws. Special rank of Nepal Government appointed by or aboveHead appointed to the same position as the official of; Chairman or Officer, Chairman of University Grants Commission,
(p) Secretary General of the South Asian Association for Regional Cooperation (SAARC), Secretary General of the Bay of Bengal Initiative for Multilateral Technical and Economic Assistance (BIMSTEC), appointed on behalf of Nepal. (th) _ Gazetted authorized employees working in the Consul General, Ministry of Foreign Affairs and Departments and Offices under it,
(D) Official, formal or informal foreign visits of the President and members of the visiting party participating in the formal or informal foreign visits of the Vice President and Prime Minister, (D) Summit meetings of other international, regional and subregional organizations including the United Nations, of which Nepal is a party or a member. Conference, "Members of the delegation participating on behalf of the State of Nepal or the Government of Nepal at the level of the Head of State and Head of Government in accordance with the decision of the Government of Nepal in the meeting or ceremony,
(N) Employees of the Government of Nepal on deputation,
(p) Ambassadors, permanent representatives, officials as per Clause (T) and family members accompanying employees as per Clause (N),
(f) A person who works on a special mission representing the government of Nepal.
