(1) If the center in operation has to be closed, the center should submit an application to the District Committee to open the same business. When making such an application, the personal details of all the victims who have been reunified and rehabilitated at the said center should also be attached. However, when such an application is made, arrangements must be made for family reunification and social rehabilitation of all the victims in the center.

(2) If an application is received according to sub-rule (1), the district committee will remove the name of the center from its list after making necessary investigations.
