Rule 11
Arrangements related to the establishment and operation of the center

(1) The district committee shall establish and operate the center to provide physical or mental treatment, social rehabilitation and family reunification to the victims.
(2) The district committee may give the management of the center established as per sub-rule (1) to a private or non-governmental organization for a certain period of time under an agreement specifying conditions.
(3) In accordance with sub-rule (2), priority should be given to organizations that provide more financial and technical contribution to the center while awarding the management contract.
(4) According to sub-section (2) of section 13 of the Act, the organization that wants to establish and operate the center should submit an application to the district committee in the format as per schedule-1 with the following details:-
(a) Copy of Articles of Association and Certificate of Registration,
(b) Details of physical infrastructure including the place where the center will be established and the capacity of such center (c) Details of manpower required for the Centre,
(d) Details of financial resources.
(5) After examining the application received in accordance with sub-rule (4), if it is found that the infrastructure and facilities as per rule 12 are or may be available, the district committee will issue a certificate of approval to such organization to establish and operate the center in the format as per schedule-2.
(6) The operator of the center which is operating at the time of commencement of this regulation shall take approval in accordance with this regulation within six months.
(7) The District Committee may prohibit, suspend for a certain period of time or cancel the approval of a center that establishes and operates a center contrary to this regulation or does not meet the criteria specified in Rule 12 or does not follow the instructions given by the National Committee or the District Committee. Thus, before canceling the approval of the centre, such center should be given an opportunity of hearing.
