Section 102
Formation of Central Labor Advisory Council
(1) A Central Labor Advisory Council will be constituted as follows to advise the Government of Nepal on labor related matters:-
(a) Minister of Labor and Employment or Minister of State – Chairman
(b) Secretary, Ministry of Finance – Member (c) Secretary, Ministry of Labor and Employment – Member
(d) Secretary, Ministry of Physical Infrastructure and Transport – Member
(e) Secretary, Ministry of Agriculture Development – Member
(f) Secretary, Ministry of Industries – Member
(g) Secretary, Ministry of Health – Member
(h) Director General, Labor Department – Member
(i) Executive Director, Social Security Fund – Member
(j) Executive Director, Vocational Skill Development Training Center – Member
(k) Five members, including at least two women, nominated by the Ministry from amongst the employers as prescribed by the Ministry (l) Five members including at least two women nominated by the Ministry from among trade union federations. (d) Joint Secretary (in charge of concerned division), Ministry of Labor and Employment – Member-Secretary
(2) The term of office of the members under clauses (k) and (l) of sub-section (1) shall be three years and they may be re-nominated.
(3) When nominating a representative in accordance with clauses (k) and (l) of sub-section (1), in the case of employers, the Ministry will nominate on the recommendation of the employers' organization and in the case of trade union federations, the joint trade union coordination center.
(4) The members referred to in clauses (k) and (l) of sub-section (1) may nominate alternate members to participate in the council meeting in their absence.
