(1) The amount received in the name of the fund of the committee shall be deposited in the commercial bank designated by the committee (2) The operation of the fund under sub-rule (1) in the case of the Central Committee shall be conducted by the joint signature of the member-secretary of the Central Committee and any one member or employee of the committee and in the case of the District Committee shall be conducted by the joint signature of the Chairman of the District Committee and any one member or employee of the committee.
