3. Establishment of Fund: (1) A fund named the Prime Minister's Disaster Relief Fund shall be established.

(a) Amounts provided by the Prime Minister and members of the Council of Ministers, constitutional officers, MPs, civil servants, military and police personnel,
(b) All government and non-government organizations or employees of such organizations, professors, teachers, entrepreneurs, businessmen, various professional persons, political parties, trade unions, non-governmental organizations, civil society or general public voluntarily provided except as mentioned in clause (a). amount,
(c) Amounts received directly from donor countries, donor organizations, international or foreign non-governmental organizations in the name of the fund,
(d) The amount provided to the Fund by the Government of Nepal,
(e) Fund received from any other source.

(3) The fund under sub-rule (1) shall be operated as a revolving fund.
