If an employer does not register with the fund within the period specified in accordance with this Act, or if the worker appointed by the employer or with whom the employment relationship has been established, the fund may issue an order to such employer as follows:-
(a) To be listed in the fund immediately and to cause the employees appointed or employed by him to be listed in the fund,
(b) To file in the fund including the contribution to be collected in accordance with this Act and the interest charged in accordance with section 9 from the date of establishment of employment relationship between such employer and worker, or
(c) If it is found that the employment relationship between the employer and the worker has ended, to provide to the concerned worker within the specified period an amount equal to the benefits that the worker should have received according to this Act during the period of the employment relationship.
(2) According to clause (c) of sub-section (1), if the employer does not provide the amount for social security to the worker, the fund shall provide such amount to the concerned worker after collection.
