(1) The Government of Nepal and the Communication Institute shall arrange for study and training for the professional competence, capacity and skill development of working journalists.
(2) The Government of Nepal may provide financial and technical support to the communication establishment for the work as per sub-section (1) and the communication establishment shall allocate one percent of its annual total income.
